Order: Set expectation when there's a past due balance

Since there's a home internet line that is already been activated associated with the previous order, we need to cancel it then process the new order for the new home internet device. It's just that, I was able to check that there is a past due balance amounting to $217.25 (2 days) and for us to be able to proceed, we'll be needing to settle it to make your account current.
