Here's a quick summary of your earnings: you've earned a total of Cashless Amount from your cashless deliveries and collected (COD Amount) in Cash on Delivery (COD) payments directly from the customers. Since the COD amount is already in your possession, it is deducted from your cashless earnings, resulting in a final payout.
The reason you're not seeing your payout is because you had a Cash on Delivery order that was deducted from your Door dash balance. Specifically: You had a COD order with a deduction of $[amount]. Your current COD balance is $[amount] which means that amount still needs to be recovered. Until this balance is cleared, future payouts will continue to be adjusted to offset the COD amount. So if you receive another payout, part of it may be used to cover the remaining COD balance. Once the full amount is recovered, your earnings will return to normal.
The Cash on Delivery order I'm referring to is from a past delivery where the customer paid you in cash at the time of drop off. In these cases, Doordash deducts the cash amount from your app balance to reflect that you've already received payment directly.

The cash you receive is for you to keep, as that is supposed to be the payment for the store however since you'll keeping that cash the payment for the store will deducted through your account. Rest assured you are not in a disadvantage since the amount deducted from your account is equal to the amount you collected from the customer.

I just want to set proper expectations. The amount you will see is only the accumulated earnings you will get if you dash in an hour, which does not mean that you will get that amount on top of your total earnings. But keep in mind that earning per hour always depends on how many orders you complete in that hour the moment you accept the order. It's almost the same if you choose earn per offer; the deliveries you complete really matter.
Earn by Time means you will be paid the dollar amount for each delivery only if that delivery took you an hour to complete. For instance, if a delivery only took you 30 minutes to complete, that would mean that you would be getting half of the dollar amount for that delivery alone, tips and promotions included.
